When a server host
sends a segment, it echoes the connection count from the initial in a CC.ECHO
option, which is used by the client host to validate the segment (see RFC 1644
[8]). This option sees little (or no) use in the current Internet, so the only
requirement is that the header compression scheme be able to encode it.
